Here’s How to Protect Yourself.
The complete guide to Cameroon’s 33% phone customs tax — for buyers, travelers & phone owners.
You bought a brand-new smartphone. You insert your SIM card, connect to the network — and a few weeks later, a chilling SMS arrives: “Your phone will be suspended.” Sound familiar? You’re not alone. Thousands of Cameroonians have been blindsided — because the phone they bought had never cleared customs. The good news: it is 100% avoidable. This guide covers every scenario.
Why Does This Tax Exist?
The 33.05% customs duty on imported mobile phones and tablets is not a new tax — it has been law since Article 7 of the 2019 Finance Law, later reinforced by Article 6 of the 2023 Finance Law.
What changed is enforcement. Telecom operators — Orange, MTN, and Camtel — now block unregistered phones using their IMEI numbers. If your phone hasn’t cleared customs, it can be remotely disconnected from Cameroonian networks.
Tax Formula 33.05% × CIF Value (Purchase Price + Shipping + Insurance) Example: Phone purchased for 200,000 FCFA → Tax ≈ 66,100 FCFA
CASE 1: Buying from a Local Vendor
Before You Pay — Do These 3 Steps
- Get the IMEI yourself. Dial *#06# right in front of the vendor. Never trust their word.
- Send an SMS to 8050. Text the IMEI to 8050 (costs 100 FCFA). Two possible responses:
- ✅ “Cleared through customs” → Pay with confidence.
- ❌ “Not cleared through customs” → Negotiate a 33% price reduction, or walk away.
- Demand the invoice + customs receipt. The IMEI must be printed on it. Photograph it immediately.
After Purchase
- → Keep the receipt — customs can inspect your phone for up to 3 years after purchase.
- → Use normally. A cleared phone will never receive a blocking SMS.
CASE 2: You Bought a Phone Abroad & Travelled With It
At the Airport (Nsimalen or Douala)
- → Declare the phone at the customs office before leaving the terminal.
- → Pay 33.05% of the phone’s value on the spot — you’ll receive a CEMAC receipt with your IMEI printed on it.
Forgot to Declare?
You have 30 days after your first connection to a Cameroonian network to regularise online:
After 30 days, the phone will be permanently blocked.
CASE 3: Your Phone Hasn’t Cleared Customs — Yet
Don’t panic — but act immediately.
- Check your deadline. You have 30 days from the first day you inserted your MTN/Orange/Camtel SIM.
- Go online: portail.douanes.cm → ‘Payment of duties and taxes on phones’
- Enter your IMEI. The system auto-calculates your tax at 33.05%.
- Pay via MTN MoMo or Orange Money. You’ll receive an electronic receipt by SMS and email.
- Wait for unlocking. Your phone will be unblocked within 24 hours maximum.
CASE 4: You Want Absolutely Zero Stress
The safest option is simple: buy only from authorised distributors.
| ✅ Advantages Already customs-cleared Invoice provided 12-month warranty After-sales service | ❌ Disadvantage 15–25% pricier than Mokolo street markets But you sleep soundly. 😄 |
Authorised distributors: Orange · MTN · Camtel · Arno · Glotelho · SMAT
The 3 Most Costly Mistakes People Make
❌ MISTAKE 1: Trusting the Seller’s Word “Boss, it’s cleared through customs” — without an 8050 SMS to confirm, that statement is false 8 times out of 10. Always verify yourself.
❌ MISTAKE 2: Buying a ‘New’ Phone at a Suspiciously Low Price An iPhone 15 at 450,000 FCFA? The customs duty alone adds roughly 300,000 FCFA to that price. If it looks too good to be true, customs duties were almost certainly never paid.
❌ MISTAKE 3: Ignoring the ART Suspension SMS If you receive a message saying “Your phone will be suspended,” you have only 7 days to pay before the device is completely cut off. Do not ignore it.
Exemptions — Who Is Not Affected?
- → Phones already connected to Cameroonian networks before the respective enforcement dates benefit from fiscal amnesty.
- → Foreigners’ devices in roaming mode are also exempt.
